Dr Victor is a General & Interventional Cardiologist – his Cardiology subspecialty training is in performing coronary angioplasty and stenting to treat coronary artery disease.

He was born in Kota Kinabalu (Sabah, Malaysia) and was awarded the ASEAN Scholarship from 1982-1987 to study in Singapore for his secondary and pre-university education. He graduated with Commendations from Medical School in the University of Glasgow (Scotland, UK) in 1993, subsequent to which he worked in Glasgow and completed his postgraduate basic medical training in 1997 when he obtained the Membership of the Royal College of Physicians of UK (MRCP) in Edinburgh.  He returned to Singapore in 1999 and completed his Advanced Specialty Training in Cardiology at the National Heart Centre Singapore (NHCS), which is the foremost and busiest Cardiology department in the public hospital sector. He obtained his accreditation as a Specialist in Cardiology from the Ministry of Health (Singapore) on 1st June 2002.

Subsequently, he underwent his subspecialty training in Interventional Cardiology at NHCS and at Changi General Hospital (CGH). He was awarded a Higher Manpower Development Program (HMDP) by SingHealth, and had the privilege of spending a year (Sep 2004 – Sep 2005) doing a Fellowship in Interventional Cardiology at the renowned Siegburg Heart Centre in Germany under the mentorship of Professor Eberhard Grube, one of the pre-eminent Interventional Cardiologist in the world and a pioneer of drug-eluting stents and transcatheter aortic valve implantation.

Upon his return to Singapore in 2005, he was a Consultant Cardiologist at CGH as well as the Director of the Cardiovascular Lab, where he helped to set up the acute percutaneous coronary intervention (PCI) program at CGH to treat patients with acute heart attack – this was the first 24/7 acute PCI program to be established in a Singapore hospital without on-site cardiothoracic surgical support and it has gone on to be a great success. He returned to the National Heart Centre in 2007, and helped to train Cardiology Fellows from various countries (such as China, Indonesia, India, Bangladesh, Vietnam) who came to NHCS to learn angioplasty techniques. He was promoted to Senior Consultant in 2008, before leaving for private practice at the end of 2009.

During his career in the public sector, Dr Victor was active in doing clinical research in the field of Interventional Cardiology. He was also recognized for his expertise as an Interventional Cardiologist by being invited as a Faculty Member to various regional & international meetings:

He has a special interest in the transradial technique for doing angioplasty & stenting, and was recognized as a leading expert in the Asia-Pacific region, promoting and teaching the transradial intervention (TRI) technique to other cardiologists around the Asia-Pacific region. From 2007-2009, he was involved in the Asian TRI Seminars (organized by Terumo together with Dr Shigeru Saito, who is the world’s foremost exponent of the transradial technique) as a lecturer and live demonstration case operator (2007 in Bangkok, 2008 in Singapore which he organized, and 2009 in Kuala Lumpur). He was also privileged to have been invited by Dr Saito to be a faculty member at the Kamakura Live TRI Course in Yokohama, Japan, from 2007-2009.

Dr Victor has served in the Singapore Cardiac Society (SCS) as an Honorary Auditor (2007-8) and as a Council Member (2010-11). He was also the Organizing Chairperson of the SCS 22nd Annual Scientific Meeting in 2010. He continues to be a Visiting Consultant to National Heart Centre Singapore, where he participates regularly in the acute PCI roster to treat heart attack patients.

He is fluent in English, Bahasa , Mandarin & some Chinese dialects.
